Andrews’ solar plan spreads to renters in a ‘win-win for everyone’

Victoria’s rental tenants will be able to soak up some solar energy benefits under a Labor plan to fit panels to up to 50,000 properties.
The party’s latest election promise pushes its already ambitious renewable energy plans even further, with an $82 million, 10-year plan.
Tenants would enter a deal with landlords and the state government with the latter paying half, the landlord a quarter, and tenants the remainder spread over four years.
“It’s a win-win for everyone involved,” Premier Daniel Andrews told reporters on Thursday.
In the last breaths of parliament, Labor managed to pass rental changes to give tenants more rights and Mr Andrews said the announcement built on that.
“You can have a pet, you can put pictures on the wall and you can have solar panels on your roof, but only under a re-elected Labor government.”
The government announced in August its Solar Victoria plan for half-price panels.
The scheme would be overseen by a government agency to make sure tenants are not subject to increased rent if they take part in the scheme.
Labor also announced on Thursday it would increase the state’s renewable energy target to 50 per cent by 2030.
The escalation would build on current targets to have 25 per cent of electricity generation come from renewable sources by 2020 and 40 per cent by 2025.
Victory on November 24 would see Opposition Leader Matthew Guy scrap Labor’s emissions targets in preference of a national approach. The coalition’s energy policy is due to be released next week.
